The underlying defining principles guiding and steering the development of the Sustainable Development Strategy (SDS) encompass: a) a number of objective realities, b) political landscape, c) institutional framework, d) security environment, and e) fiscal and financial compulsions. These broader contextual underpinnings represent a complex structural situation and define the entire gamut of political economy in which the SDS was developed and will be implemented.
