Meeting on Facilitating Special Persons

A meeting regarding the facilitation for special persons held in Planning and Development department of Khyber Pakhtunkhwa under the chairmanship of Additional Chief Secretary Shakeel Qadir Khan.

The Khyber Pakhtunkhwa government has decided to provide all the necessary facilities for special children initially in 20 primary, 20 secondary and higher secondary schools in Peshawar. Work on the project is underway in the P&D department. Under the project, the services of ramps, washrooms and expert teachers for children will be procured in schools. A steering committee will be set up in the P&D department under the chairmanship of Additional Chief Secretary Khyber Pakhtunkhwa to ensure implementation of the decisions taken by the government for the physically and mentally handicapped.

The establishment of the Social Protection and Gender Mainstreaming Section in the P&D Department is a link in the same direction which is supervising these activities. It was also decided at the meeting that the P&D department would ensure the facilities provided for special persons in any project before its approval, after which the project would be approved.

BRT bus service in Khyber Pakhtunkhwa is already providing necessary facilities to persons with disabilities. The government will also provide special facilities to special persons at general bus stands and bases in Khyber Pakhtunkhwa. In addition, the Khyber Pakhtunkhwa government is working to provide facilities to special people in existing government buildings. Ramps for the disabled have already been installed in the departmental office buildings at the Civil Secretariat Peshawar.

Construction and Rehabilitation of Schools

A Project Steering Committee meeting was held in the Planning and Development Department of Khyber Pakhtunkhwa under the chairmanship of Additional Chief Secretary Shakeel Qadir Khan. The meeting was informed that developmental work on 54 higher and secondary schools in Bannu, Buner, DI Khan, Karak, Lakki Marwat, Swabi, Swat, and Tank has been completed under the School Construction and Rehabilitation Program while development work in Bannu, Buner, DI Khan, Karak, Lakki Marwat, Swabi, Swat, and Tank is underway on 215 schools which are expected to be completed in June. Under the plan, rebuilding and rehabilitation of schools are in progress in 14 districts of Khyber Pakhtunkhwa.

Special PDWP Held on 7th April 2021

A special meeting of Provincial Development Working Party (PDWP) was held under the Chairmanship of Mr. Shakeel Qadir Khan the Additional Chief Secretary P&D Department Khyber Pakhtunkhwa on 7th April, 2021 through video link. The meeting was attended by members of PDWP and concerned department. The forum considered 05 schemes pertaining to Water sector for the uplift of the province. The forum approved/cleared all the schemes with an estimated cost of Rs. 4,225.574 million for inclusion in the PSDP 2021-22.

KP Government Swift Progress on Development Schemes

“KP Government swift progress on development schemes, approves 96% projects in first 9 months, utilizes 61% of ADP releases”
The Khyber Pakhtunkhwa government while approving 96% of the development projects, has also swiftly utilized 61% of the released funds for developmental projects during the first nine months of the financial year 2020-21 under its Annual Development Program (ADP) despite of the challenging situations due to Covid-19. A significant amount of 88.38 Billion rupees have been spent against the released amount of 145.08 Billion and 344 development projects out of 460 unapproved schemes got a nod. This is much improved performance by the same existing capacity of the govt machinery when compared with expenditure of Rs 69 billion against Rs. 126 billion released in the same period last year.
The Provincial Development Working Party convened 19 meetings along with some special PDWPs to approve and recommend schemes to the Central development Working Party and ECNEC.
Rs. 14.32 billion had been allocated for Agriculture, Rs. 700 million for Minorities Affairs, Rs. 1.67 billion for Board of Revenue, District ADP Rs. 54.86 billion, Drinking water & Sanitation Rs. 6.89 billion, Elementary Education Rs. 30.20 billion, Energy & Power Rs. 11.44 billion, Environment Rs. 40 million, Establishment Rs. 300 million, Excise & Taxation 220 million, Food 2.71 billion, Finance Rs. 3.45 billion, Forestry Rs. 3.23 billion, Health Rs. 24.38 billion, Higher Education Rs. 8.97 billion, Home Rs. 4.56 billion, Housing Rs. 200 million, Industries Rs. 4.55 billion, Labor & Works Rs. 240 million, Mineral Development Rs. 420 million, Multi Sectoral Development Rs. 29.82 billion, Population Welfare Rs. 830 million and Rs. 1.23 billion for Social Welfare.
The allocation for current financial year for KP & Merged Areas is Rs. 172.40 billion excluding the Rs. 54.86 billion District ADP and around Rs.88 billion Foreign Assistance projects which are budgeted only and thus making the total allocation around Rs. 317 billion.
As far as the spending is concerned, Rs. 740 million was spent on Relief & Rehabilitation, Roads Rs. 18.59 billion, Social Welfare Rs. 200 million, Sports & Tourism 3.37 billion, Science & Technology Rs. 140 million, Transport Rs. 430 million, Urban Development Rs. 2.09 billion, Elementary & Secondary Education Rs. 6.82 billion, Health Rs. 8.55 billion, Higher Education Rs. 3.61 billion, Industries department Rs. 2.96 billion, Local Government Rs. 3.49, Multi Sectoral Development Rs. 6.89 billion, Agriculture 4.56 billion, Energy & Power Rs. 1.92 billion, Drinking Water & Sanitation Rs. 3.66 billion, Environment Rs. 10 million and Rs. 8.95 billion on Water sector was spent.
It is worth mentioning here that funds are allocated at the beginning of the financial year and approval of development projects, releases of funds (both local and foreign assistance) and expenditure is an ongoing process throughout the year.

KP Government Launched Mobile Milk Quality Testing Lab for Merged Districts

The Khyber Pakhtunkhwa government has launched a mobile testing lab project to ensure the supply of quality milk in the merged districts. Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan inaugurated the project of mobile laboratories to test milk in merged districts on the occasion of his visit to Directorate of Livestock Peshawar.21 Mobile Milk Testing Laboratories will work to improve milk quality in merged districts.

 Secretary Agriculture and Livestock Dr. Muhammad Israr, DG Livestock Extension Dr. Alamzeb Khan, Director Headquarters Integrated Districts Dr. Sajjad Wazir and other government officials were present on the occasion. It was informed that the project would enable the supply of quality milk to the people in the merged districts.

Additional Chief Secretary Khyber Pakhtunkhwa was also briefed on the performance of the directorate and ongoing projects. The government is making efforts to curb substandard milk so that quality milk can be provided to the people.

Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan emphasized for the creation of PC-5 to assess the impact of the completed projects on the people. He also met the officers conducting the livestock survey and discussed with them the statistics related to livestock so that future planning can be improved.

A virtual meeting regarding findings of the Accelerated Implementation Programme Baseline Survey was held today. Findings of the survey were presented to the Additional Chief Secretary Khyber Pakhtunkhwa by the UNDP – MAGP team.
The ACS appreciated the exercise and suggested to revisit and define some key sectors and aspects in detail.
The meeting was attended by Govt officials and various stakeholders.

Review Meeting on BRT Peshawar

A Review meeting was held on BRT in Planning & Development department. The meeting was chaired by Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan. According to the briefing Bus Rapid Transit reaches daily highest ridership record of 182,000. In April 2021, BRT crossed this ridership milestone. The previous highest daily ridership in February was 174,000. The opening of feeder routes is increasing BRT’s ridership. According to the briefing out of 30 more new buses, 26 have reached Peshawar in which installation work is in progress. So far 35% of old buses have been scrapped.

Review Meeting on Peshawar Northern Bypass

A review meeting on the Peshawar Northern Bypass project chaired by Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan was held in the Planning and Development Department of Khyber Pakhtunkhwa. The meeting was informed that Package 1 of the project is complete and traffic is flowing on it. The meeting directed to expedite work on the remaining parts of the project and also to settle land-related issues expeditiously. The Peshawar Northern Bypass project is very important in solving traffic problems in the city. Completion of the project will make it easier to reach Regi Lalma, Hayatabad, and Khyber Pass Highway in the future.
