The meeting discussed Climate Change, Health, Education, Industry sector projects in detail.
The two sides reviewed the bilateral projects, its present trajectory, and future direction.

ACS KP Shakeel Qadir Khan Remarks on 2nd Business & Labor Survey

Due to appropriate management of lockdown measures and special incentives offered by the government, there was an improvement in the percentage of job losses from 70% in May 2020 to 31% in August 2020, according to the findings of the Business and Labour Survey. The survey was conducted in August 2020 to assess the impact of COVID-19 on small businesses and informal jobs engaged in various sectors of the economy in Khyber Pakhtunkhwa. The main findings of the survey were discussed at the roundtable discussion chaired by the Additional Chief Secretary Mr. Shakeel Qadir Khan. The survey interviewed 3,200 business owners and informal wage earners across 32 districts of the province in 8 sectors of the economy including agriculture, construction, food, manufacturing, retail, transportation, services, and wholesale. 13% of the respondents were female. Due to restrictions on movement, the survey was conducted telephonically. The survey findings revealed that construction and manufacturing sectors were the worst hit sectors in terms of loss in sales whereas food and construction sectors recorded highest proportion of layoffs. During the roundtable discussion on the key survey findings, it was disclosed that the Provincial Government’s imposition of smart lockdown measures and the subsequent lifting of restrictions in a timely manner resulted in an increase in the average daily wage rate of labourers from PKR 315 in May 2020 to PKR 565 in August 2020. However, only 40% reported being employed even after the lockdown restrictions were completely lifted, which is an issue demanding special attention by the provincial government authorities. The survey has also measured the awareness and sensitisation levels of the respondents about the health associated risks posed by the pandemic. Across all the sectors, more than 70% of the business owners viewed the threat of COVID-19 as serious as it could be life threatening with serious likelihood of falling sick. More than two-thirds of the labourers (68%) responded that the best strategy to minimize their income losses would be to provide cash transfers through the Ehsaas Programme scheme. More than half of the business owners (about 55%) preferred the government’s assistance through the interest-free loans on easy instalments. As many as 62% of the business owners in the retail and wholesale sectors preferred such loans. Almost 30% of the business owners in construction and manufacturing sectors each preferred tax cuts and reduction in electricity rate from the government. In his concluding remarks, the Additional Chief Secretary said that the survey undertaking was a noteworthy effort under testing circumstances and limited timeframe. He further said that the intent was not to conduct a statistically perfect survey but to perform trend analysis for the government to work with regarding their decisions and priorities. He also added that the Planning and Development Department was currently in the process of conducting the third phase of the Business and Labour Survey for further insights into the patterns and trends of economic and business revival in the province. In the end, he lauded the efforts of all the departments and partners who were involved in the implementation and compilation of the survey activities and findings.

P&D Department Developing Mobile Application to Improve Service Delivery

The Planning and Development Department is utilizing technology to improve governance and service delivery to better respond to the needs of the people.

The GIS Cell of the Planning and Development Department Khyber Pakhtunkhwa is in the process of developing a mobile application “Pothole Fixer” to be piloted in Peshawar district.

The application will provide an interface to its users to register their complaints if they observe any road potholes by taking a picture and sharing it on the application in real-time.

The application will be based on the existing GIS platform of the department and will link up on the basis of the current location (coordinates) of the complainant.

The reported complaint will be examined automatically by the pertinent government department, such as Communication & Works, Pakhtunkhwa Highway Authority, National Highway Authority, Local Government Authorities, etc.

These updates were presented to the Additional Chief Secretary Khyber Pakhtunkhwa, Shakeel Qadir Khan, who was chairing a review meeting of the GIS Cell here today. The meeting was also attended by Secretary P&DD, Chief Economist P&DD and officials of GIS Cell.

The meeting was also informed that the GIS has been extended to 35 districts across the province by setting up GIS Cells. The GIS Cell of has also mapped a total of 35,817 locations against 8,230 schemes of the Annual Development Programme since 2017-18.

The establishment of a centralized GIS is already helping the department in decision-making, especially in the planning and monitoring of development projects by avoiding duplication of work through timely and accurate information hosted on a centralized database.

The GIS was also recently linked to the Independent Monitoring Unit of the Elementary and Secondary Education Department and the Planning Commission Form Management System to further extend its benefits.

15th PDWP Meeting Held on 25th January 2021

A total of 24 schemes have been approved at an estimated cost of PKR 19.11 billion by the Government of Khyber Pakhtunkhwa during the 15th meeting of the Provincial Development Working Party (PDWP). The Additional Chief Secretary, Shakil Qadir Khan, presided over the meeting which deliberated and approved schemes pertaining to different sectors including Health, Education, Multi-Sector Development, Roads, Agriculture, Water, Multi Sectorial Development, Urban Development, Board of Revenue, Tourism & Sports.
 
The approved projects from today’s PDWP include construction and feasibility of different roads in District Abbotabad, Buner, Haripur, Swabi, Hangu and Mansehra worth PKR 1.59 Billion. Upgradation of existing 9 Nursing Schools in Peshawar, Kohat, Bannu, DI Khan, Mardan, Swat and Abbotabad were also approved by the PDWP.
The accelerated development of the Merged Areas is a top priority of the Government of Khyber Pakhtunkhwa. Expansion of Khyber Girls Medical College Peshawar to accommodate additional fifty students of Merged Areas was approved by the forum.
Water supply schemes in Upper Dir at a cost of PKR 152.25 Million, Construction of of Water Supply Schemes in Haripur at a cost of PKR 200 Million have also been approved by the PDWP. Under the FIP Program, Reconstruction of 11 fully damaged schools in Tribal District Bajaur at a cost of PKR 338.044 Million and Reconstruction of 27 fully damaged schools in Tribal District Mohmand at a cost of PKR 831.461 Million have also been approved by the forum.
 

Other notable projects that were approved following different rounds of discussions include Purchase of Land for Agriculture University Swat, Feasibility Study of Command Area Development of Small Dams, Hockey Turf at Nowshehra and Abbotabad, Upgradation of Sports Complex at Mohmand & Bajaur and Establishment of Resource Center & E Stamp Introduction in Board of Revenue in Newly Merged Districts.
