CM KP Review Meeting Over FLood Damages And Government Flood Related Activities

Chief Minister Khyber Pakhtunkhwa Mehmood Khan has directed the relevant authorities to identify flood-prone areas across the province and to plan the construction of protective embankments and flood protection walls etc. . He said that the government is trying to minimize the losses in any future flood situation. He was presiding over a meeting held to review the damage caused by the floods on Thursday. Provincial Minister for Finance Taimur Saleem Jhagra, Minister for Labor Shaukat Ali Yousafzai, Minister for Relief Iqbal Wazir, Minister for Higher Education Kamran Bangash, Special Assistant to the Chief Minister for Information Barrister Muhammad Ali Saif, Chief Secretary Shehzad Bangash, Additional Chief Secretary Shahab Ali Shah, Chief Minister Principal Secretary Amjad Ali Khan and Finance Secretary besides other related departments’ administrative secretaries and senior officials participated in the meeting.

Appreciating the role of political leaders, district administration, PDMA, and rescue and relief workers in the recent flood situation, the Chief Minister said that all the government machinery has done its utmost to save the people from the ravages of flood and to provide relief to them. They have shown great responsibility and their role is commendable. The performance of the provincial government institutions has been appreciated at all levels. On this occasion, the Chief Minister has directed the district administration to ensure transparency in the overall process of distribution of relief items and clarified that financial assistance and other relief items should be distributed only to the flood victims and the rightful should get their rights. No negligence or omission will be tolerated in this regard. Earlier, while giving a briefing to the Chief Minister, it was informed that chlorination tablets and mosquito nets are being provided to the victims keeping in mind the fear of possible epidemics in the affected districts. Similarly, the victims who were evicted from their homes due to floods are being ensured the supply of clean drinking water through water tankers. The meeting was informed that according to the initial estimate of the losses, the agriculture sector has suffered a loss of billions of rupees, and further assessment is going on in different districts, until the completion of which the estimate of the loss may increase further. Similarly, according to the preliminary assessment, a total of 1450 km long roads have been affected by floods. On this occasion, Additional Chief Secretary Shahab Ali Shah gave a detailed briefing to the participants regarding the initial estimate of the damage to houses, roads, bridges, schools, health facilities, agriculture, irrigation and other sectors in addition to the loss of life and property in various districts. . He said that the data of losses is being collected by the district administration. An online portal has been developed for this purpose, the details of which can be viewed online. The participants were informed that the timely evacuation of a total of 364,000 people was made possible in various districts, which helped to reduce the loss of lives to a considerable extent. Similarly, the provincial government’s proactive measures, good governance, anti-encroachment campaign, protective dams and floods. Due to the construction of protection walls, losses were also reduced, otherwise, the losses would have increased manifold. The meeting was further informed that the presence of doctors and related staff has been ensured in all the medical centres to meet the medical needs of the people displaced from their homes due to the flood. While informing about the nature of the flood situation in various districts, it was said that the districts of Upper and Lower Dir, Swat, Upper and Lower Kohistan, Charsadda, DI Khan and Tank have been badly affected by the floods, while the districts of Upper and Lower Chitral, and Mansehra are relatively less affected. According to the preliminary assessment, more than six lakh people have been displaced in the province due to floods. The Chief Minister on the occasion directed to streamline the aid received from donors and social organizations/personalities to ensure efficient and equitable distribution of relief items and packages. Technical Committee Meeting On Chief Minister’s Flood Relief Fund

2nd Special PDWP Meeting Held on 7th September 2022

Khyber Pakhtunkhwa government took a major step toward the rehabilitation process in flood-affected areas by approving development projects for flood-affected areas. In a special meeting of the Provincial Development Working Party, projects worth 15 billion were approved. The meeting was chaired by Additional Chief Secretary Planning and Development Department Khyber Pakhtunkhwa Mr Shahab Ali Shah. PDWP members and concerned departments participated in the meeting. The forum approved seven projects related to C&W, Irrigation, and Public Health Engineering for the improvement of the province.

On the special instructions of the Chief Minister of Khyber Pakhtunkhwa, Mr Mahmood Khan, several projects were approved for the restoration of drainage, irrigation, clean drinking water, roads and bridges in the flood-affected areas in the province where work would be started on the emergency basis.

The approved projects include flood-affected infrastructure in Khyber Pakhtunkhwa, drainage and irrigation systems, water supply, restoration of flood-damaged water supply schemes of the Department of Public Health Engineering, the infrastructure of flood-damaged roads and bridges in Khyber Pakhtunkhwa, and KHA’s projects include road and bridge maintenance etc.

The First Meeting of Provincial Land Use and Building Control Council

In the Provincial Land Use and Building Control Council meeting presided over by Chief Minister Khyber Pakhtunkhwa Mahmood Khan, the “District Land Use Plan” was approved in principle for the six districts of Peshawar, Mardan, Charsadda, Nowshera, Swabi and Abbottabad. The purpose of which is to determine the rules and regulations in relation to the use of land, the allocation and management of land for various purposes, apart from the systematic classification at the district level, the systematic growth of important and basic structures and the future needs of urban and rural areas and to provide guidelines for the sustainable development of these areas. The Chief Minister has directed the concerned authorities to finalize the proposed plans within a week in consultation with the administrative departments and clarified that all the departments will be bound to implement the District Land Use Plan individually. Streamlining land use is the need of the hour. We can no longer afford the indiscriminate use of land.

The first meeting of the Provincial Land Use and Building Control Council was held on Wednesday at the Chief Minister’s House. Provincial Ministers Taimur Saleem Jhagra, Ishtiaq Armard, Faisal Amin Gandapur, Special Assistant to the Chief Minister Abdul Karim, Additional Chief Secretary Shahab Ali Shah, Senior Member Board of Revenue Zakir Hussain Afridi, Principal Secretary to the Chief Minister Amjad Ali Khan and other members of the council attended the meeting. Briefing the meeting on the proposed district land use plans, it was told that the proposed plans have been prepared to keep in mind the physical location, climate, geological setting, hydrology and water resources and population and demography of the said districts. Apart from this, practical suggestions have been presented keeping in mind the expected needs and challenges of the next 20 years in health, education, housing, industry, communication, agriculture and other sectors. The existing housing schemes in the said districts have been carefully reviewed and suggestions regarding the additional requirement of housing schemes in the future in proportion to the increasing population are also part of the plan. The meeting was informed that special attention has been given to rural development under the proposed plan, which will help reduce the migration trend from villages to cities.

Apart from this, keeping the objective conditions of the province in front, the areas at risk of flooding in the future have also been identified, while planning for the provision of new industrial zones, commercial centres and other facilities in addition to the proposed road network according to the future needs are also included in the plan. The participants were informed that for the rest of the districts of the province, work is in progress on the preparation of land use plans along the same lines, which will be completed by June next year.

Describing the proposed land use plan as very important, the Chief Minister directed that there should be an effective mechanism for the implementation and monitoring of the plan. If any department has reservations regarding the proposed plan, these reservations should be removed within one week and it should be ensured that there is no conflict between the land use plan and the department’s own policy and rules. He clarified that the final approval of the plan will be given after one week after which all the provincial departments and institutions will be bound to implement the plan. No negligence will be tolerated in this regard. The Chief Minister has also directed to ensure the implementation of the proposed land use plan in a real sense and for this purpose to formulate a formal grievance redressed procedure at the provincial and district level for the convenience of institutions and citizens.

Meanwhile, he has directed to take full action against the encroachments on the banks of rivers, canals and streams across the province and said that in case of flood, the said encroachments cause loss of lives and money, so their complete remedy is inevitable.

Second Phase of Peshawar Uplift Program

Chief Minister Khyber Pakhtunkhwa Mahmood Khan has officially approved the implementation of the proposed new schemes under the second phase of the Peshawar Uplift Program while directing to ensure timely and quality completion of the already ongoing schemes including the Hayatabad Trail. He also stressed on the need for a formal maintenance and management plan to make the measures taken for the beautification of Peshawar lasting and effective and said that the uplifting of the provincial capital Peshawar is among the priorities of the government. The Chief Minister directed to take action against the professional beggars in Peshawar and clarified that in order to permanently solve this problem, the leading elements and groups of professional beggars need to be curbed. While presiding over a meeting, the Chief Minister said that it is not enough to just round up the professional beggars, but concrete steps should be taken to remedy this problem in general. The Chief Minister said that due to the action in Peshawar, professional beggars will move to other districts, which need to be closely monitored and action taken against them. Earlier, while briefing the meeting regarding the progress on various projects under the Peshawar Uplift Program, it was informed that progress is being made on about 20 different schemes under the program, the detailed design of which has been approved by the relevant forum and the next week. The tender for these schemes will also be issued within. The meeting was informed that the project of six km long Hayatabad Trail is of great importance which will be completed at an estimated cost of Rs 80 crore. Apart from jogging and cycle tracks, other facilities including public toilet, tuck shop, kid zone, open gym, badminton and basketball courts, library, ladies gym and skating area will be provided in Hayatabad trail. It will be a one-of-a-kind and state-of-the-art project with 18 feet wide tracks, green belts on both sides. Other projects under the program include beautification of Iqrachowk (University Road), Town Market Park Avenue, construction of Tiga Chowk Park Avenue from University Town, beautification of Pulausai Road Intersection and Pulausai University Road to Zoo, Khyber Teaching Hospital to University Model College. Important projects like road beautification are included. Apart from this, through the Archeology Department, the Agriculture Training Institute, Guard House and Government Hasnain Sharif Shaheed School No. 1 restoration and renovation projects are also part of the program. Inauguration of Mobile App for Review and Monitoring of Ongoing Development Projects

Khyber Pakhtunkhwa government’s revolutionary initiative to standardize the work of development projects. On the special instructions of the Chief Minister of Khyber Pakhtunkhwa Mr Mahmood Khan, the Department of Planning and Development’s review and monitoring system has issued a mobile app to maintain the quality of development work in ongoing projects. All relevant data and details will be collected – Additional Chief Secretary Khyber Pakhtunkhwa Mr. Shahab Ali Shah formally inaugurated the mobile app in a special meeting at the Planning and Development Department. DG Monitoring and Evaluation Mohammad Bakhtiar Khan and other relevant officers participated in the meeting. The Additional Chief Secretary issued special instructions to the authorities concerned to monitor the rehabilitation projects in the flood-affected areas on a priority basis and to keep the departments informed about the progress on them regularly.
