21st PDWP Held On 29 April 2021

The 21st meeting of Provincial Development Working Party (PDWP) was held under the Chairmanship of Mr. Shakeel Qadir Khan, the Additional Chief Secretary P&D Department Khyber Pakhtunkhwa on 29th April, 2021 through video link. The meeting was attended by members of PDWP and concerned departments. The forum considered 17 schemes pertaining to Local Government, Urban Development, Multi Sectoral Development, Industries, Higher Education, E&SE, Water, Social Welfare and Home sectors for the uplift of the province. The forum approved 14 schemes with an estimated cost of Rs. 34,141.985 million. 1 revised scheme of PSDP was also cleared by the forum. 03 schemes were deferred due to deficiencies in project documents/PC-I and were returned to the respective department for rectification.

Establishment of Virtual Citizen Facilitation Center

Establishment of Virtual Citizen Facilitation Center to help citizens of Khyber Pakhtunkhwa avail key public sector services online
The project aims to facilitate citizens by providing access to key public sector services from various government departments through a single online interface.
The project will also look into digitizing the backend process of key citizens facing services offered by various departments.
The Virtual Citizens Facilitation Centre CFC will provide access to 19 services of Excise, Revenue, Taxation, Narcotics, Local Govt, Home department and DC Offices.
Services such as the provision of Birth certificate, Death certificate, Divorce certificate, Marriage certificate, Water connection and billing, Application for trade licenses, Complaint management system, waste disposal and drainage clearance, mobile app for building plan approval, Encroachment management system, E-property transfer, Request for correction of land record, Request for obtaining attested copies from the DK room, Request for the land record and boundary identification, File tracking management system of record room, verification of vehicles from the manufacturing companies, Delivery of registration books and number plate, Arms licences, Domicile certificate would be digitized and offered online.
With the launch of the CFC initiative, transparency, accessibility, and efficiency of public service delivery systems would be improved significantly.
A detailed presentation was given to Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan on Virtual CFC and its functions here at the P&D Department today. The meeting was attended by Secretary ST&IT, Secretary Education, Special Secretary P&D, MD KPIT-Board and Industries, Education Section of the P&D department. The meeting also discussed the Early Age Programming initiative of the KP IT Board. The meeting was informed that more than 40,000 students and 800 teachers have been trained under Early Age Programming.

Meeting on Solarization of Schools in Khyber Pakhtunkhwa

A meeting on the solarization of 8000 schools in Khyber Pakhtunkhwa was held under the chairmanship of the Additional Chief Secretary KP Shakeel Qadir Khan in the Planning and Development Department. The meeting was informed that so far the solarization of 3,143 schools across the province has been completed. Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan directed the  Energy and Education Departments to expedite the process of solarization of schools.

Consultation Continues on ADP for the Financial Year 2021-22

Consultation continues on the annual development program for the financial year 2021-22 in the P&D department. Proposed projects in the fields of Irrigation, Health, Population Welfare, Agriculture, Energy were reviewed in detail today.
The meeting was chaired by Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan.
The annual development program in P&D department is being finalized on 2021-22 while after Eid, the Chief Minister of Khyber Pakhtunkhwa will be given a briefing on the annual development program.

Consultative Meeting on Finalization of ADP For The Year 2021-22

P&D department holds consultative meetings to finalize Khyber Pakhtunkhwa’s new annual development program for the year 2021-22. In today’s meeting sectors of Sports and Tourism, Urban Development, Municipalities, Water Supply Schemes, Industries, Minerals, Science and Information Technology, Labor, Home, Law and Justice, Excise, Food, Information, Board of Revenue, population and social welfare were discussed.
Under the chairmanship of Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan, development projects in all sectors are being finalized. Completion of ongoing development projects in the next annual development program is being given first priority.
New development projects will also be launched on the basis of need. The meeting was also briefed on projects under the Accelerated Development Program for Integrated Districts.
The meeting was attended by Secretary P&D, Chief Economist, Special Secretary P&D, Coordination Section, P&D Resource Center, and relevant Section Chiefs.

Construction of Roads in Kyber Pakhtunkhwa

Dera Ismail Khan: Asphalt work has been started on a 3.5 km road from Bandkorai and Masjid Qaba along with the completion of a 1.45 km dilapidated road of village Ghebi.

North Waziristan: Spinwam to Dhandi kach Afghan border road (14 km phase 1) almost completed. While phase 2 (18 km) is near completion. KP Government is focusing on accelerated development of the newly merged districts to bring the area at par with the settled districts.

Steps are being taken on a permanent basis for the welfare of the local people in North Waziristan. With the construction of this road, the distance from Miranshah Bazaar to Saidgi has been reduced from one hour to 10 minutes.

Uplift of Merged Districts top priority: Asphaltic wearing course on 12.5 kilometers AIP road Devegar – Saidgi North Waziristan started.Govt taking all necessary steps to bring the tribal region at par with rest of the country.

Consultation Continues on Finalization of ADP 2021-22

The consultative meetings continue in the P&D department to finalize the annual development program for the financial year 2021-22. In the current consultative meeting, consultations have been completed on the sectors of multi-sectoral development, International Development, and Accelerated Development Program of Integrated Districts, while a proposed list of new projects in all sectors has been prepared. A briefing will be given to Khyber Pakhtunkhwa Chief Minister Mahmood Khan this week.
Under the chairmanship of Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan, development projects in all sectors are being finalized. Completion of ongoing development projects in the next annual development program is being given first priority.
The meeting also reviewed the progress and performance of the departments on the Annual Development Program 2020-21. The meeting was attended by Secretary P&D, Chief Economist, Special Secretary P&D, SDU Unit, Coordination Section, Resource Center, and concerned Section Chiefs.

Meeting of PSC of Piloting Innovative Ideas

The meeting of the Project Steering Committee of “Piloting Innovative Ideas to address key issues of Khyber Pakhtunkhwa” held under the chairmanship of Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan. The meeting was attended by the Chief Economist, Project Director PII, MD IT Board, Chief RD, DG M&E, representative of Finance Deptt, and other members. During the meeting progress of the project was reviewed in detail.
The Piloting Innovative Ideas initiative aims to promote a culture of fostering innovative, cost-effective, sustainable, and efficient solutions to the key development issues faced by the system based on research and best practices. As Pakistan has recently embraced words like entrepreneurship, innovation, and startups, the Govt intends to encourage a healthy innovation ecosystem involving academia, industry, and researchers. KP Government believes in the importance of investing in innovation, education, and community for building a sustainable tech ecosystem.
Tele-farming, Tele-medicine and mobile application for the Rescue 1122 are some of the key pilot projects which are already completed under the Piloting Innovative Ideas Programme.
The Additional Chief Secretary Khyber Pakhtunkhwa stressed the active engagement of youth and startups from the private sector in the upcoming phase of the program to introduce and integrate novelty in the government system. The Steering Committee extended its approval to the project work plan for the year 2021-22 which includes shortlisting and financing more ideas and governance innovation projects to add value to the system.

The ongoing development project in the command area of ​​Gomal Zam Dam (Tank, Kalachi, and Dera Ismail Khan) is rapidly reaching its milestone.

The Gomal Zam Dam Command Area Development Project is a major undertaking of the Green Revolution in the region, which will not only bring agricultural and economic prosperity to the region but also bring significant food security at the national level. Improvements are underway on the vast agricultural area of ​​Tank, Kalachi and Dera Ismail Khan irrigated under the Gomal Zam Dam from the said project.

The top priority is the construction of water skins to facilitate the delivery of water throughout the command area. Similarly, other reforms are being carried out to acquaint the landlords of the area with modern agricultural technology including demonstration fields of different crops, demonstration orchards of different fruits, exhibition fields of the best fodder for animals, modern agricultural machinery, plants, and animals, and the supply of improved varieties of crops, distribution of high yielding chickens, distribution of best breeds of animals, vaccination of animals and conducting various training programs for capacity building of local landowners in agriculture and animal husbandry.
