Uplift and Beautification Projects Worth over Rs. 5 Billion completed in 3 years in 6 Divisional Headquarters of Khyber Pakhtunkhwa

A review meeting was held in the Planning and Development Department of Khyber Pakhtunkhwa regarding the beautification projects of 6 divisional headquarters and 18 districts including integrated districts of Khyber Pakhtunkhwa. The meeting was presided over by Additional Chief Secretary Khyber Pakhtunkhwa Shakeel Qadir Khan. The B&H Section Chief also attended the meeting. Briefing the meeting, it was informed that the beautification project of 6 Divisional Headquarters started in 2017. Under the project, projects worth over Rs. 5 billion have been completed so far in all the Divisional Headquarters. Work on all 277 schemes of the divisional headquarters beautification project will be completed in the current financial year. Projects include rehabilitation of roads in all divisional headquarters, street lights, green belts, sidewalks, monuments, parks, gates, upgrade of sports grounds, closure of canals, construction and repair of streets and drainage projects. work in progress The meeting was informed that under the project, 37 projects have been worked on in Abbottabad, 64 projects in Bannu, 36 projects in Dera Ismail Khan, 43 projects in Kohat, 36 projects in Mardan and 61 projects in Swat. Regarding the progress on beautification project at district level in 11 districts and 7 merged districts of Khyber Pakhtunkhwa, the meeting was informed that so far 216 schemes have been approved in 11 districts of Khyber Pakhtunkhwa under beautification scheme for which Rs. Rs 68 crore will be released for the projects in January. Eleven districts include Batgram, Buner, Charsadda, Lower Dir, Hangu, Haripur, Lakki Marwat, Malakand, Mansehra, Swabi and Tank. In addition, the Deputy Commissioners of 7 Integrated Districts were directed to submit PC-1 of Beautification Projects of Integrated Districts soon, after which work on the projects in Integrated Districts will also start. Special Integrated Area Development Package For Tribal District South Waziristan

Development plan of Rs 2.28 billion prepared for South Waziristan Under the project, work will be done in South Waziristan to create 6 sectors of local government, agriculture, irrigation, livestock, forestry, skill training and business opportunities. The project will be completed in three years. Under the South Waziristan Development Package, Rs. 470 million for irrigation, Rs. 41 million for local bodies, Rs. 320 million for agriculture, Rs. 180 million for livestock, Rs. 270 million for technical education training industrial projects, Rs. 22 crore, Rs. 14.6 crore for water projects, Rs. 90 crore for forests, Rs. 4 crore for youth internships. Construction and rehabilitation of irrigation infrastructure under South Waziristan Integrated Area Development Package, markets, bazaars and locally organized fairs in the area, livestock projects including distribution of chickens to deserving families for poultry promotion in the area. These include the provision of chillers to dairy shops, support for the rehabilitation of local businesses, matching grants for small and medium-sized businesses, projects to promote crops grown in the area, and paid youth internship programs for 6 months. ? A project management unit and a district level committee are being set up for the project which will monitor the project at the local level and report to the steering committee. Direction of Additional Chief Secretary to finalize the project after various suggestions in the review meeting. The plan will soon be approved by the Provincial Development Working Party meeting.

Meeting on Kohat Area Development Project.

In an effort to develop Karak, Hangu and Kohat in a sustainable manner, the Khyber Pakhtunkhwa Government has launched a comprehensive developmental project known as Kohat Area Development Project. 1st Steering Committee Meeting of Kohat Area Development Project held under the chairmanship of Additional Chief Secretary Khyber Pakhtunkhwa at Planning & Development Department Khyber Pakhtunkhwa. The meeting was attended by Commissioner Kohat Division, all relevant Deputy Commissioners and officials from different departments.
The development project is to be completed in five years with an estimated cost of Rs 15.6 billion. Under the project various development schemes would be initiated in all three districts of Kohat division i.e. Kohat, Karak and Hangu.
The meeting approved different projects in agriculture, public health, roads infrastructure, health, education, water and irrigation sectors in all the three districts.
The meeting directed to prepare PC-1’s of the schemes immediately and get them approved from the competent forums.
The project would usher a new era of development and prosperity in the region.

Peshawar DI-Khan Motorway Approved By KP Government

Peshawar, 21 December 2020: The PC-I document and design of the 364-kilometer motorway that will connect Peshawar with Dera Ismail Khan has been approved by the Provincial Development Working Party (PDWP) here today. The special PDWP meeting convened by the Additional Chief Secretary, Shakeel Qadir Khan approved the mega project of strategic importance following extensive discussions and deliberations.

According to the PC-I details, the motorway project will be completed at a hefty cost of PKR 276 billion, however, its benefits will far exceed its costs both in economic and social development terms as per the details elaborated in the approved PC-I of the project. The project has been a longstanding demand of the citizens of the Southern parts of Khyber Pakhtunkhwa and will benefit scores of cities, towns and villages along this southern provincial road network to get underway soon.

Chief Minister Khyber Pakhtunkhwa, Mahmood Khan also gave the project a formal go-ahead on the project after a detailed briefing by the Additional Chief Secretary on the various key aspects of the project including its cost-benefit analysis. The Additional Chief Secretary in his briefing to the Chief Minister said that the 360 km long motorway would link all the Southern Districts, including better access to this part of the Merged Areas with the rest of the province as well as other parts of Pakistan to boost the region’s economy as well as strengthening the social ties at the national level.

As per the approved design of the project, the six-lane sprawling motorway includes 19 interchanges, 2 tunnels at Dara Adam Khel and Banda Daud Shah and 113 major structures.  This section of the national motorway will start off from Peshawar and pass-through Darra Adam Khel, Kohat, Hangu, Karak, Bannu and Lakki Marwat to finally end up at Dera Ismail Khan. The meeting was also attended by the Secretary Communication & Works, Secretary Local Government, Secretary Agriculture and other key officials from the Planning and Development Department.

Press Release: 13th PDWP Held on 22nd December 2020

The 13th meeting of Provincial Development Working Party (PDWP) was held under the Chairmanship of Mr. Shakeel Qadir Khan, the Additional Chief Secretary P&D Department Khyber Pakhtunkhwa on 22nd December, 2020 through video link. The meeting was attended by members of PDWP and concerned departments. The forum considered 28 schemes pertaining to Water, Health, Auqaf, Hajj & Minority Affairs, Elementary & Secondary Education, Higher Education, Board of Revenue, Roads, Transport and Energy & Power sectors for the uplift of the province. The forum approved 25 schemes with an estimated cost of Rs. 36079.302 million. 03 schemes were deferred due to inadequate designs and was returned to the respective department for rectification.

Approved schemes of Water sector were:
1.    Improvement / Widening of Canal Patrol Road and Providing Safety Structures along Lower Swat Canal District Charsadda, Non ADP, During 2020-21
2.    Construction of Roads along natural drains, water channels, flood carrier channels in Tehsil Matta District Swat.
3.    Improvement / Development of Irrigation Facilities and Construction of Causeway and FPW in District Swat.

Approved schemes of Health sector were:
4.    Social Health Protection Initiative for Khyber Pakhtunkhwa (KFW assisted).
5.    Integration of Health Services Delivery with special focus on MNCH, LHW and Nutrition Programme.
6.    Establishment of Paramedics College & Male Nursing College in Lakki Marwat.
7.    Liability of Land Bacha Khan Medical College Mardan.
8.    Rehabilitation of all RHCs across KP & conversion of 50 RHCs into 24/7 facilities.
9.    Strengthening of all BHUs across KP & conversion of 200 BHUs into 24/7 SBA facilities.
10.    Revamping of Non-Teaching DHQs across KP.
11.    Establishment of Women & Children Hospital in District Swabi (Phase-I). (PC-II approved by PDWP on 08/10/2019)

Approved schemes of Auqaf, Hajj & Minority Affairs sector were:
12.    Purchase of land for graveyards in KP
13.    Purchase of Land for Graveyard and construction of boundary wall for Chitrali community Distt Peshawar

Approved scheme of Elementary & Secondary Education sector was:

Approved scheme of Board of Revenue sector was:
15.    Settlement of Land Records in Districts Dir Lower, Dir Upper and Tehsil Kalam, Swat

16.    Establishment Govt. College of Management Sciences Wana South Waziristan in the current year ADP. (NON ADP)
17.    Establishment of Women University Campus in Swabi.

Approved schemes of Roads sector were:
18.    Construction of Flyover/Underpass at Farooq-e-Azam Chowk Charsadda.
19.    Construction of road from Baroch Chowk to Nakhatar Bando, Shireen Khan Chowk to Baroch, Mardan
20.    Provision of Buildings and Department for NH&MP on Swat Expressway
21.    Reconstruction & Rehabilitation of roads from Haryana to Hajizai, Nazimabad to Gujar Kali, and roads in Ucs Sherpao, Ziam, Abazai, Mirzadher of District Charsadda.
Approved schemes of Energy & Power sector were:
22.    Providing New/Bi-furcation / reconductoring of 11 KV Feeder in North Waziristan, South Waziristan, Bannu, Lakki, Tank and D.I.Khan (AIP)
23.    Restructuring of Electric Inspectorate of Energy & Power Department, Khyber Pakhtunkhwa.

Approved schemes of Transports sector were:

Public Investment Management (PIM) is a approach to manage government financial resources on public infrastructure which is categorized as:(1) Economic Infrastructure i.e. airports, roads, railways, ports, water & sewage, power, gas, and telecommunication etc.
(2) Social Infrastructure i.e. education, healthcare, community support, information, public safety , arts & culture etc.
Both economic and social infrastructure become public physical assets once they are completed.
The objectives of PIM includes Promote growth and development,Encourage capital formation for future investment, Maximize efficiency of public investment through better project selection and management of investment expenditure;Project Identification, Project Preparation, Project Approval, ADP Allocations / Releases / Expenditure, Result Based Monitoring & Evaluation (RBM&E),Improving the quality of social and economic infrastructure.
Development spending requires effective planning processes and efficient project management for better results.
P&DD with the help of Governance and Policy Project have completed its work on PIM.
PIM Core Committee membership: Additional Chief Secretary as Chair while Secretary P&D, E&SE, Health, LGs, C&W, Irrigation, PHE, Energy & Power, Agriculture, Industries and Tourism as members. Chief Economist P&DD works as Secretary to the committee.
