5th PDWP Meeting Held on 1st December 2022

 In the fifth meeting of the Provincial Development Working Party, projects worth 63 billion rupees were approved. Khyber Pakhtunkhwa government approves 5 billion rupees employable digital skills project for youth in PDWP meeting, modern skills needed by industry will be taught to youth. The project will provide basic, advanced and high-impact training to 84,000 youth. The approval was given in the PDWP meeting presided over by the Additional Chief Secretary Planning and Development Department Khyber Pakhtunkhwa Mr Shahab Ali Shah.

PDWP members and concerned departments participated in the meeting. The forum approved 69 projects related to C&W, Health, Higher Education, Irrigation, Forestry, Agriculture, Sports and Public Health Engineering for the betterment of the province.

In the forestry sector, approved projects include value chain development of high-value Chalghoza pine forests in Khyber Pakhtunkhwa, upgradation of Togh Mangara Safari Park in Kohat district, community management to conserve biodiversity and improve local livelihoods in Pakistan. Strengthening of protected areas, assessment of carbon stock of designated forests for REDD and promotion of carbon credit marketing in Khyber Pakhtunkhwa, promotion of Chalghoza intervention and research activities in North and South Waziristan, NT in annexed areas. Promotion of livelihood opportunities through FP interventions, development of natural resources in newly merged districts, innovative interventions in the field of forests and environment, establishment of model dairy farms in southern districts in the field of agriculture, public health engineering in the field Construction and maintenance of solar base tubewell in various union councils of district Nowshera, construction and improvement of roads, flood protection works, culverts and drains in district Mardan union council grain dump, Mohabbateabad hoti, cross hoti, Sikandri and Gali Bagh, health Swat district in the sector of Supply of equipment for Zakir Khan Shaheed THQ Hospital Matta under Saudi Fund for Development and procurement of medical and auxiliary equipment, furniture and fixtures for Peds Hospital (Phase-I), new for FY 2023 – 2022 Provision of salaries and operational cost to regularized projects of merged districts, Upgradation of Para Chinar DHQ Hospital District Karam, Construction of approach roads to Kalorkot Bridge over Indus River in road sector, Maintenance of South Waziristan Wana Jandola Road. Construction of road from Karama Road to Umarakhil Moshe via Jazuba and Main Wana Plane to Faqir Ragzai, District Swat Venai to Gut Road (New Alignment) Feasibility Study, Design and Black Topping, CPEC Interchange of District Mansehra Bakrial City Road Road improvement and maintenance from Mardan to MNG Road, construction and maintenance of various roads in Union Councils Bakhshali, Gujrat, Dehi Mardan, Baghicha Dheri, Shah Bazghari, Gadhi Daulatzai, Gariya, Fatima, Babini etc. of Mardan District, District Abbott Construction and maintenance of roads in Abad from Chakar Kakul to Gali Banyan etc. and in various Union Councils, District North Waziristan Mirali Mad. Construction of Yekhel Road, Establishment of Government Degree College in District Khyber Dora Nahar and Government Girls Degree College in Landi Kotal, Establishment of Government College of Commerce and Management Sciences in District Swat Matta, Elementary and Secondary Education Sectors. Establishment of 100 examination halls in high and higher secondary schools in Khyber Pakhtunkhwa, reconstruction and upgradation of primary, middle and high schools in Swabi district, establishment of 142 science labs in high and higher secondary schools in Khyber Pakhtunkhwa, in the field of sports. Construction and establishment of Sports Complexes in District Mardan, Chitral and Dir Payin, Construction of Building for Works and Implementation Directorate, Construction of Indoor Gymnasium in District Haripur and Bannu, Canal Patrol Road in various Union Councils of District Mardan in the field of irrigation. Construction and maintenance, reconstruction of bridges and drainage system, construction and improvement of flood protection structures to protect agricultural land of various canals etc. Construction of Protection Wall, SIDB in Industries sector Feasibility studies for rehabilitation of closed units of KK (HDC Bonny Upper Chitral, GABA Center Gari Habibullah, Carpet Center Ogi Mansehra and Belt Training Center Patan Kohistan), employable digital for the youth of Khyber Pakhtunkhwa in the field of science and technology. Skill initiatives and up-gradation of data center, feasibility study, detailed designing and monitoring for District Development Plan in Tank district in the field of rural development.

KP Government Prepared Flood Response Plan 2022

Khyber Pakhtunkhwa became the first province to issue a flood response plan to rebuild after the floods and cope with future climate change. Khyber Pakhtunkhwa Department of Planning and Development organized a consultation session with development partners with the support of the United States Agency for International Development (USAID) and United Nations Development Program (UNDP) Merged Areas Governance. The Flood Response Plan 2022 developed in collaboration with the Project (MAGP) was presented. This plan, prepared for the first time in the history of Pakistan, has been prepared in the context of the disasters of floods in recent years, in which the houses of more than ninety-one thousand families were affected while 674,000 people were forced to relocate. Through this plan, the Khyber Pakhtunkhwa government wants to provide better planning and early awareness of the risks faced by natural disasters in order to rehabilitate the flood-affected people and save them from being at the mercy of climate change. In his opening remarks on this occasion, Provincial Minister of Health and Finance Taimur Salim Jhagra said that the world is facing new and unknown dangers due to climate change, and it is very unfortunate that even though we have no role in creating this situation. But we are on the front line in facing their consequences. To protect against these threats, we will use available data and evidence, better relationships with our resources and development partners, and build our strategy on resilience to climate change and economic challenges. On this occasion, UNDP Resident Representative Qunot Osbi called the flood response plan of the Khyber Pakhtunkhwa government an important milestone and said that this plan covers three aspects to increase resilience against climate change. It includes the construction of better infrastructure, better efficiency of government institutions and better preparation at the district level, he stressed the development partners to fully support the Khyber Pakhtunkhwa government in this process. Additional Chief Secretary Khyber Pakhtunkhwa Shahab Ali Shah in his detailed presentation covered the situation and outlined the flood response plan. He said that according to the preliminary estimates, the provincial government to increase the capacity of the government against climate risks by one hundred and eight nine million dollars for reconstruction and an amount of thirty-nine million dollars is required for the restoration. In this regard, he emphasized that the use of additional resources will be effective only if the institutions engaged in this regard perform better. He said that for this purpose, the provincial government has established the Climate Resilient Infrastructure Fund (CRIF) which will be established with the help of public-private partnership at a cost of thirty-five billion rupees. Various methods of competition are being evaluated to prepare for future natural calamities. He said that people have the right to have a government that can face such situations and is fully prepared for them. The consultative session was attended by representatives of the British High Commission and the US Consulate and the Swedish Embassy and representatives of the European Union, USAID, World Bank, Asian Development Bank, FCDO, INL and KFW and others. He appreciated the Khyber Pakhtunkhwa government’s preparation of a comprehensive plan and speedy implementation of this process in the face of a national-level emergency. Secretaries of various departments of Khyber Pakhtunkhwa including Agriculture, Irrigation, Information, Environment, Health, Primary and Secondary Education, Communication and Works and officials of SDU, EPA and PDMA also participated in the consultation session. In his closing remarks, Provincial Minister for Health and Finance, Taimur Saleem Jhagra, thanked the provincial government for its development partners’ support and reiterated that the government would implement short-term and long-term initiatives. In order to increase resilience against climate change along with immediate reconstruction, he expressed his determination that he will take full measures to rehabilitate the people affected by floods and save them from such crises in the future.

Integrated Tourism Zones in KP

To promote tourism in Khyber Pakhtunkhwa, a ceremony was organized to attract investors in a private hotel in Karachi. In a ceremony held at a private hotel in Karachi under the banner of Integrated Tourism Zones in Khyber Pakhtunkhwa, various attractive projects and initiatives of investors were informed by the provincial authorities. DG Culture and Tourism Authority Bakhtiar Khan, Project Director Kit Tausef Khan and World Bank Representative Kiran Afzal while addressing the event said that increasing tourism activities will reveal the hidden beauty of Khyber Pakhtunkhwa to the world. This will help in the preservation of historical and cultural heritage and will also provide many employment opportunities. Khyber Pakhtunkhwa Culture and Tourism Authority Director General Bakhtiar Khan while speaking said that the province is determined to make it a favorite place for tourists. Efforts are being made to improve the old places along with building new places and arrange such opportunities during the tourism days that can bring economic benefits to the existing communities. Project Director Taseef Khalid informed about the steps to be taken for these newly built integrated tourism zones and said that places like integrated tourism zones can be built under public-private partnership. This program of the Khyber Pakhtunkhwa government also has the support of the World Bank. The participants of the event appreciated the initiatives of the provincial government including renowned businessman Zubair Motiwala and World Bank Representative Kiran Afzal.
