Special PDWP Held on 8th December 2021

In the meeting of Special PDWP chaired by Additional Chief Secretary Khyber Pakhtunkhwa Shehab Ali Shah, various development projects were approved. The meeting was attended by officials of relevant departments including forum members. Notable projects include the approval of a feasibility study for the rehabilitation of Shahi Katta Nala in Peshawar, which will help improve the drainage system of Peshawar. The feasibility study project will cost Rs. 100 million. Drainage system will be improved by rehabilitating 5 km canal. Approval of Rs. 70 crore project for construction of parks at district and tehsil level in all integrated districts.

Parks to be constructed in Khyber Pakhtunkhwa at a cost of Rs. 1 billion in which district abbottabad, Bannu, Batgram, Buner, Charsadda, DI Khan, Hangu, Haripur, Karak, Kohat, Koli Pals, Lakki Marwat, Lower Chitral, Lower Dir, Lower Kohistan, Malakand, Mansehra, Mardan, Nowshera, Shangla, Swat, Tank, Torgarh, Upper Chitral, Upper Dir and Upper Kohistan.

Rs. 427 million will be spent on rehabilitation of infrastructure in Sheikh Maltoon Town Mardan including road, drainage, drinking water projects, tube wells, rehabilitation of parks, electricity and solar lights. Approval of Rs. 200 crore project for feasibility of treatment plant in Faqir Kalli. Feasibility of Water Treatment Plant for various Union Councils of Peshawar  which include Hassan Garhi, Pawaka, University Town, Tehkal Payan, Tehkal Bala, Hayatabad, Achini Bala, cantt and treatment of contaminated water.

5th PSC Meeting on Sustainable Energy & Economic Development (SEED) Programme

5th Project Steering Committee of the Sustainable Energy & Economic Development (SEED) Programme was held under the chairmanship of Additional Chief Secretary Shahab Ali Shah at the Planning & Development Department Khyber Pakhtunkhwa.
The main focus of discussion was SEED’s climate action and social inclusion plans, and the ongoing support to priority sectors for investment mobilization and revenue generation in the province. Progress on SEED’s work on enhancing P&D’s planning systems, Public Private Partnership regime in KP and investment pipeline to facilitate investment were also discussed. The meeting was also attended by government counterparts from other departments.
The SEED team was led by Team Lead Dr. Omar Mukhtar, with FCDO Development Director Ms. Annabel Gerry joining online for the meeting.

KP Government Launched One Window Portal For Promotion of Business & Industrialization in Province

Khyber Pakhtunkhwa Government took an important step for the promotion of business and industrial activities in the province by launching a one window portal to provide maximum facilities to private investors. Chief Minister Khyber Pakhtunkhwa Mahmood Khan formally launched the web based one window Portal.  

This portal has been developed by the Board of Investment and Trade in collaboration with the Information Technology Board. Through this portal all the other facilities required for business and industry including license, registration and NOC will be available online. With the help of this portal, in addition to the facilities related to payment of registration fee and taxes to the investors and business people, the facility of approval of building maps will also be available online. With the help of the portal, those who invest in various sectors in the province can get all these facilities and services from home. Now those who want to invest in the province will not have to visit various government offices for NOCs, permits and registration.

Through this portal, investors will be able to access the services of 11 different government departments in a single window. Through this one window portal, investors will get rid of the complicated and lengthy process of various departments for NOCs etc. The move will also ensure transparency in the issuance of NOCs for investment and business.

Launch of One Window Portal is an important step for Ease of Doing Business in the province the CM Mahmood Khan said. The provincial government is taking concrete steps to provide maximum facilities to private investors in line with the vision of Prime Minister Imran Khan, the Chief Minister said. Providing all facilities under one roof to private investors seeking investment in the province the CM said. We are encouraging private investors by simplifying the complex stages of investment, including tax breaks Mahmood Khan said. The province’s electricity is being supplied to local industries at cheaper rates through the wheeling system, the Chief Minister said. Promoting private investment in the province is creating employment opportunities for the people, Mahmood Khan said. Khyber Pakhtunkhwa has favorable environment for private investment, CM said. Private investors come forward to invest in the province. The provincial government will provide and ensure all facilities, said Mahmood Khan.

11th PDWP Held on 14 December 2021

Under the developmental vision of Chief Minister Khyber Pakhtunkhwa Mehmood Khan 11th Provincial Development Working Party Meeting was held under the chairmanship of Additional Chief Secretary Khyber Pakhtunkhwa Shahab Ali Shah.

In the notable projects include construction, widening and rehabilitation of roads in Bajaur district with the cost of Rs. 36 crore from Qamar to Mana 6 km, Zagai 4 km, Kitkot 4 km. Rehabilitation   of 14 km Arang Road in Bajaur district approved with the cost of Rs. 46 crore.  Approval of Rs. 52 crore for rehabilitation of 14 km Pusht road from Haji Loong in Bajaur district. Rehabilitation plan of 10 km road from Arangai to Kolala in Bajaur district approved at a cost of Rs. 21 crore.

Rehabilitation and construction of 13 km road from Otmela to Nikta in Orakzai district with the cost Rs 57 crore.

A plan of Rs. 22 crore has been approved for the promotion of fisheries in the integrated districts. The project aims to promote fish farming in the integrated districts, work to provide awareness and capacity building to the private sector in the fisheries sector.

The Provincial Development Working Party meeting approved Rs. 3 crore for feasibility projects for IT parks and IT zones in Khyber Pakhtunkhwa including integrated districts.

A plan of Rs 3 billion to join Federal PSDP program has been cleared. Work will be done on rehabilitation and improvement of CRBC and Paharpur Canal in Dera Ismail Khan. The project will be able to control water loss and irrigate 366000 acres of command area. Completion of the project will increase the fertility of the crop from 97% to 112%.

Meeting on PSDP Projects in Khyber Pakhtunkhwa

Meeting on PSDP projects in the province chaired by Chief Minister Khyber Pakhtunkhwa Mahmood Khan. Apart from the Additional Chief Secretary and Principal Secretary to the Chief Minister, administrative secretaries of the concerned departments and other officials were also present. The meeting reviewed the progress made so far on the ongoing PSDP projects in the province. The meeting also reviewed the preparations for the inclusion of new projects in the PSDP for the next financial year. Decision to hold a meeting with the concerned federal departments to expedite the implementation of mega projects in the province and to resolve issues related to the federal government. To speed up the progress on these important projects and to complete them on time, work should be done outside the traditional style of work, directed the Chief Minister. Work on fast track should be ensured for timely completion of these projects, said the Chief Minister. Delays in the completion of these projects will not be tolerated, Mahmood Khan said. In case of negligence, action will be taken against the concerned authorities, the Chief Minister said. Not just briefings but practical progress on the ground, Mahmood Khan said. Ensure 100% utilization of funds released for these development projects, The Chief Minister said.

The Chief Minister expressed dissatisfaction over the speed of implementation of some ongoing highway projects in the province under NHA. The CM directed the concerned authorities to take necessary steps to expedite the progress on these projects. The priority and workable plans of the provincial government for inclusion in the PSD for the next financial year should be finalized in time, the Chief Minister said. PC1s of all proposed projects to be included in new PSDP should be approved by PDWP by end of this month Mahmood Khan said.

A total of 143 projects are underway in Khyber Pakhtunkhwa under PSDP, briefing said. Out of these, 69 projects are being implemented by the provincial government while 74 projects are being implemented by the federal government.

The issue of purchase of land for construction of 32 km Northern Bypass Road Peshawar has been resolved, briefing said. The project will be completed by December 2022 at a cost of Rs 21 billion.

The plan to make 89 km old Bannu road two lanes at a cost of Rs 17 billion will be completed by August 2022, briefing said. Land Acquisition for Construction of 153 Km Chitral-Boni-Mastuja-Shandor Road In progress, the Briefing said. Tender for 46 km Chitral-Avon-Bamburit road project to be issued within a month, the briefing said.

According to the briefing 63 projects in various sectors have been identified for inclusion in PSDP for FY 2022-23. Out of these proposed projects, PC1s of 32 projects have been prepared so far.

Soft Launch of Khyber Pakhtunkhwa Multiple Indicators Cluster Survey (MICS) App and Web Interface by the Additional Chief Secretary Khyber Pakhtunkhwa Shahab Ali Shah
The Khyber Pakhtunkhwa Multiple Indicators Cluster Survey (KP-MICS) is a household survey covering over 23 thousand households to provide estimates of 178 indicators for the province, now will be available online on the app for comparative analysis and decision making.
MICS app will be used as a source of reliable information based on a comprehensive set of socioeconomic indicators to help government make informed decisions for the people of Khyber Pakhtunkhwa.
The Khyber Pakhtunkhwa Multiple Indicator Cluster Survey (MICS) app and web interface is developed by the Bureau of Statistics (BoS) Khyber Pakhtunkhwa with the technical support of UNICEF.
The app is now available for the use of planners after the soft launch.

Review Meeting of The Department

A review meeting of the department was held under the chairmanship of Additional Chief Secretary Khyber Pakhtunkhwa Shehab Ali Shah in the Planning and Development Department of the department.
The meeting discussed progress on development projects, tasks assigned to sections, and measures to improve the monitoring and evolution system.
The projects are being monitored and tracked in P&D department for timely completion of development projects in the light of instructions of Chief Minister Khyber Pakhtunkhwa Mehmood Khan.

ACS KP Launched Website Regarding Dubai Expo

Additional Chief Secretary Shahab Ali Shah has launched a website regarding Dubai Expo. A press conference was held in this regard at Information Department Khyber Pakhtunkhwa. 

The URL of the website is https://investinkp.com/?curtain_ceremony=true.  Dubai Expo is underway and the month of January has been allotted to Khyber Pakhtunkhwa. There are many opportunities for investors in various industries in the province. There is scope for investment in other sectors like oil and gas, tourism, sports, and minerals. Launching of website for Dubai Expo will help in the provision of  information to the foreign inventors and will attract foreign investors for industrialization in the province.

Meeting on Public Investment Management (PIM)

The government of Khyber Pakhtunkhwa has adopted the Public Investment Management (PIM) approach to ensure prudence in the provision and investment of funds on vital public infrastructure.
Led by the Planning and Development Department, the PIM would foster the decision-making and resource allocation functions of the provincial government by aligning intended project results with the strategic development objectives.
The PIM system would improve coordination and synergy among the development projects funded by development partners or through government resources to create greater impact of public investment on the provincial economy. It is an approach to manage government expenditures for public infrastructure strategically and efficiently.
PIM approach of the government of Khyber Pakhtunkhwa is in line with the approved recommendations of the Federal Government’s Planning Division for the simplification of development processes to improve public investment management. Given the limited financial, human and material resources, the PIM framework will enable the Planning and Development Department to maximise the efficiency of public investment through improved planning, selection and management of valuable public funds.
Additional Chief Secretary Khyber Pakhtunkhwa Shahab Ali Shah chaired the PIM core committee meeting to review the progress and for further recommendations to issue emphasized decisions for implementation/execution.
