Government of Khyber Pakhtunkhwa is working on the uplift and beautification of Urban Centers and Bazars in Newly Merged Districts. Upon the special directions of Chief Minister Khyber Pakhtunkhwa Mr. Mahmood Khan Monitoring and Evaluation teams of Planning and Development Department, Khyber Pakhtunkhwa are frequently visiting those ongoing projects in order to assure quality works. Implementation of the Second Phase of AIP

Following the completion of the first phase of the Accelerated Implementation Program (AIP) for the first three years of the Tribal Development, the second phase of AIP for the next three years of tribal development is launched today.

The event was held in Islamabad with members of the KP provincial cabinet including Timur Jhagra, Shaukat Yousafzai, Kamran Bangash, the Korean Ambassador, and representatives of diplomatic missions of Germany and Japan and Canadian High Commissions, representatives of the European Union, USAID, Turkish Operations and Coordination Agency. Representatives from World Bank, Asian Development Bank, Foreign Commonwealth and Development Office, INL, KFW, Italian Agency for Development Operations, UNDP and other agencies participated.

On this occasion, Additional Chief Secretary Khyber Pakhtunkhwa Mr Shahab Ali Shah said that the second phase of AIP is based on preferences, opinions and suggestions of tribal people formed during the consultative sessions held in 25 sub-divisions of the integrated districts. The second phase of AIP is mainly focused on the sectors of health, education, agriculture, irrigation and other sectors necessary for the needs of tribal people.

His Excellency Abdullah Al-Mutairi, Chief Executive Officer, EnerTech Holdings, Visited P&D Department KP

His Excellency Abdullah Al-Mutairi, Chief Executive Officer, Enertech Holding, visited the Planning and Development Department, Khyber Pakhtunkhwa, where he met with Additional Chief Secretary, Khyber Pakhtunkhwa, Shahab Ali Shah.

During the meeting, detailed discussions were held regarding Green Hydrogen Project and Khanpur Sustainable City. Excellency Abdullah Al-Mutairi said that the work on the projects would be started soon. He also expressed interest in other development projects.

It may be recalled that a function was held at the Chief Minister’s House today to issue Letters of Intent to Ennertech Holdings. Chief Minister Khyber Pakhtunkhwa Mahmood Khan was the chief guest at the function. The event was attended by provincial cabinet members, the CEO of Enertech Holdings and relevant government officials. The Kuwaiti investment company will invest 1 billion dollars in the province.

The provincial government has issued regular Letters of Intent to Kuwaiti investment company Enertech Holdings. Enertech Holdings will invest in three major projects in Khyber Pakhtunkhwa. Enertech Holdings will invest 250 million in two green hydrogen plant projects in the province. These projects include a green hydrogen plant of 84 MW in Gorkan Mittaltan and a green hydrogen plant of 69 MW in  Lavi.

Enertech Holdings will invest 750 million in setting up a satellite and smart city in Khanpur. Investment of three to four billion dollars is expected after the completion of the Satellite and Smart City project. The Completion of the project will generate 80 to 100 million in annual economic activity

The World Bank Portfolio Review Meeting held at Planning and Development Department under the chairmanship of Additional Chief Secretary Khyber Pakhtunkhwa Mr. Shahab Ali Shah. PSC Meeting On National Program For Improvement of Water Course Phase-II

KP Budget 2022-23

The Khyber Pakhtunkhwa government has presented an Rs1,332 billion “balanced budget” for the financial year 2022-23, including an allocation of Rs1108.9 billion for settled districts and Rs223.1 billion for merged tribal districts.
Presenting the incumbent government’s fourth budget on the floor of the Khyber Pakthunkhwa Assembly, Finance Minister Taimur Salim Jhagra announced an increase of 15% in salaries and a 16% rise in the pension of government employees. The finance minister maintained that the government has decided to introduce the “Contributory Contributory Pension Scheme” for new government employees.
The minister said that 10% of the basic salary of the new government employees would be added to the pension fund on a monthly basis, adding that the total development budget of KP was Rs418.2 billion — including Rs319.2 billion for settled districts and Rs99 billion for merged tribal districts.
Regarding revenue and receipts collection, the minister said that total receipts were estimated at Rs1,332 billion, of which Rs750.9 billion will be collected from federal taxes receipts.
The finance minister said Rs31 billion would be collected through oil and gas royalty and surcharge and Rs61.9 billion through net hydel power.
He added that Rs85 billion would be collected through provincial tax and non-tax revenue, Rs4.3 billion under the head of foreign programme assistance (FPA) for settled districts and Rs208.7 billion grants for merged tribal districts, besides Rs212.7 billion receipts through other resources.
Jhagra said that Rs447.9 billion would be spent on salaries, including Rs372.1 billion in settled districts and Rs75.8 billion in merged tribal districts, while Rs107 billion on pension, including Rs106 billion in settled districts and Rs1 billion in merged tribal districts.
Besides salaries, he said Rs247.4billion would be spent on O&M, emergency, and district expenditures, and Rs111.4 billion on other current expenditures.
He said that the volume of provincial development programmes, including the accelerated development programme budget was Rs241 billion — including Rs185 billion for settled districts and Rs56 billion for merged tribal districts.
The volume of the total development budget was Rs383.5 billion — including 319.2 billion for settled districts and Rs64.3billion for merged tribal districts.
Under foreign programme assistance, Rs93.2 billion would be spent, including Rs88.9 billion for settled districts and Rs4.3 billion for merged tribal districts, while 8.3 billion would be received through the Public Sector Development Programme for settled districts.
The minister said that Rs26,458 million would be spent on agriculture, Rs4,191 on Aukaf and Religious Affairs, Rs73 million on Bureau of Statistics, Rs7,1653 million on communication and works, Rs227,087 million for elementary and secondary education, Rs29,203 million on energy and power, Rs4,191 million for the environment, Rs1,607 million for excise and taxation, Rs32,446 million through finance, Rs6,433 million through forestry, Rs6,655 million through general administration, Rs205,725 million for health, Rs34,191 million through higher education, Rs101,572 million for home and Rs823 million for housing sectors.
Likewise, Rs4,926 million were allocated for industries, Rs1,808 million for information and public relations, Rs2,990 million for information technology, Rs25,725 million for irrigation, Rs1,033 million for labour, Rs1,4377 million for law and justice, Rs,22337 million for local government, Rs1426 million for mines and mineral, Rs64372 million for planning and development, Rs3,616 million for population welfare, Rs2,3071 million for public health engineering, Rs30,003 million for relief, rehabilitation and settlement, Rs3,045 million revenue and estate, Rs6,068 million for social welfare, Rs2,2017 million sports, culture and tourism, Rs2,849 million through technical education, Rs1,2151 million for transport and Rs392 million for Zakat and Usher.

22nd PDWP Held on 17 June 2022

The 22nd meeting of the Provincial Development Working Party approved projects worth Rs. 57 billion. Approval was given in the meeting of PDWP chaired by Additional Chief Secretary Planning and Development Department Khyber Pakhtunkhwa Mr Shahab Ali Shah.

On the special instructions of Chief Minister Khyber Pakhtunkhwa Mr Mahmood Khan, projects worth Rs. 10 billion were approved for construction, rehabilitation and improvement of roads and bridges in the integrated districts of Khyber Pakhtunkhwa.

The forum approved 54 projects related to C&W, health, higher education, irrigation and social welfare for the betterment of the province. The meeting was attended by relevant departments and members.

Approved projects include the supply of clean drinking water and solarisation in the public health engineering sector in Buner, Bajaur, Mohmand and Malakand districts. In the Local government sector construction of Parking Plaza in Mingora District, Swat District. In the field of irrigation, rehabilitation and solarization of water supply schemes in the tribal districts of Bajaur, Khyber and Mohmand, while rehabilitation and solarization of irrigation water supply schemes in FR Peshawar and Kohat. In District Mardan construction of union council in Ghalla Dheer, Mohabbatabad Hoti, Par Hoti, Sikandari and Gali Bagh and improvement of roads, flood protection works, culverts and drains.

Construction of irrigation tube wells, lift irrigation schemes and solarization of existing irrigation tube wells in integrated areas, construction and improvement of irrigation channels in integrated districts and construction of check dams and reservoirs, small dams and power section, and for FATA field activities Establishment of Project Support Unit to oversee field activities.

For the development of Khyber Pakhtunkhwa water resources Project Readiness Financing. In the field of sports and tourism, the establishment of playgrounds in Swat Matta and Shamozai districts. In the field of Higher  Education establishment of Government Girls Degree Colleges in District Buneer Shal Banda, District Abbottabad Galyat and Lowara and district Charssada Shabqadar. Improving the impact of the Swat University of Engineering and Applied Sciences projects.

Through meteorological resilience horticulture projects in the agriculture sector in Khyber Pakhtunkhwa. Establishment of Model Dairy Farm in North Waziristan District. Khyber Pakhtunkhwa plans to increase rice production capacity. Culturally Wasteland Development and Solarization of Existing Agricultural Tube and Open Well in Newly Integrated Districts of Khyber Pakhtunkhwa. PC-I to upgrade Gomal University’s Faculty of Agriculture to DI Khan University.

Establishment of Forest Knowledge Parks in Southern Districts and EPA Offices in Integrated Districts in the Forestry Sector.

Establishment of Category D Hospital in Health Department in Swat District, Mangalore. Establishment of 120 Family Welfare Centers in existing health facilities of integrated areas.

Strengthening the Department of Minerals in the field of Mines and Minerals. Geological Mapping of Khyber Pakhtunkhwa. Diagnostic study and establishment of Mines Monitoring and Surveillance Units in Mining Areas of Khyber Pakhtunkhwa.

Establishment of Crisis Management Cell in FATA Secretariat related to Home.  Construction of 7-km road from Main Sawabi Road to Bushkali Interchange. Feasibility study to make the existing road to Mardan two-lane. Construction of new roads and bridges in integrated areas based on necessity. Construction of Eidgah and funeral spots and purchase of land.
