The Government of Khyber Pakhtunkhwa (GoKP) is preparing the KP Human Capital Investment Project (KPHCIP) with support from the World Bank (WB). The project will be implemented by provincial Planning and Development Department through Health Department and Elementary and Secondary Education Department. In line with the national/provincial laws as well as WB safeguard requirements; and to address potentially negative environmental and social impacts of the Project, the GoKP has conducted an environmental and social assessment of the proposed activities. As an outcome of this assessment, this Environmental and Social Management Framework (ESMF) has been prepared.
The Social Protection & Gender Mainstreaming (SP&GM) Section of Planning & Development (P&D) Department as a centralized coordination platform for providing technical assistance to the government counterparts is mandated to integrate gender equality and social protection in planning and development and promote its implementation. Formidable task assigned to SP&GM calls for robust and continuous attempt to keep all the relevant stakeholders informed, engaged and motivated to contribute their part for achieving a common goal of Social Protection & Gender Mainstreaming. The following document is an Inclusive Stakeholder Engagement Plan developed to support SP&GM section in their efforts to engage stakeholders in the light of their role, level of involvement and interest towards gender equality. This Stakeholder Engagement Plan (SEP) identifies and graphically classifies stakeholders for SP&GM to prioritize their engagement in consonance with category each stakeholder falls in. The SEP classified SP&GM stakeholders into four categories that are leading, supportive, neutral and unaware. It also suggests to engage these stakeholders for achieving prioritized outcomes set in communication strategy. The SEP present outcomes in harmony with stakeholders’ role and interest to encourage SP&GM rolling out communications accordingly. SEP also proposed a five-year stakeholders engagement plan to bring in stakeholders on board for relevant activities and facilitating the achievement of organizational milestones. With all the relevant information regarding stakeholders, SEP will assist in understanding the context, stakeholders’ priorities and communication needs to address different groups of stakeholders. The SEP and Communication Strategy are complementary and will serve to meaningfully engage SP&GM stakeholders.
Establishing the “Social Protection and Gender Mainstreaming (SP&GM)” section is an epoch milestone by the Planning and Development (P&D)Â Department of Khyber Pakhtunkhwa (KP) toward gender equality. It echoes an affirmative commitment to utilize and strengthen the social protection systems not only in the province but to contribute to and promote national obligations on women’s empowerment and gender just society. SP&GM section aims to serve as a pillar of support to the counterparts and other governmental stakeholders to mainstream the gender perspective in the planning development and implementation of all existing policies, programs and interventions in the area as well as in the future course of action….
Words cannot capture the extent to which these floods have devastated one-third of Pakistan. Lives have been lost, entire villages have been nearly washed away, and landscapes have fundamentally changed. Upon going to the flood affected areas in my province, I was struck by the sheer scale of destruction that climate disasters can inflict in a matter of days. In simultaneity, another feeling took hold of me upon realizing the scale of effort required to appropriately respond to the challenge at hand. Climate calamities are becoming more frequent and impactful, for which our response must be equally – if not moreâimpactful. As a Government, we are determined to rise to both the current challenge of rehabilitating the province and preparing it against, I fear, probable future climate disasters. This Flood Response Plan (FRP) is an immediate product of our commitment, laying ground for further climateresilient growth and development. In order to deliver immediate relief and repair major damages, the Government of Khyber Pakhtunkhwa (GoKP) has already committed as many resources as it could. However, in the interests of the people of the province, we would be poor planners if we did not acknowledge our need for assistance in delivering a safe and secure future for Khyber Pakhtunkhwa (KP). For this, the Federation must come together. We turn to the Federal Government and our development partners for their support, in terms of funding and expertise, in developing and executing our proposed Response Plan. Their support is direly needed to aid both post-damage rehabilitation and the required resilience-building measures identified by my government. While KP fared better than other flood-affected areas in Pakistan this time, we are well aware that this will not always be the case. As such, we intend to plan for the worst. Our Flood Response Plan is a road map of systemic reforms and necessary adaptive and mitigative measures required to rebuild the lives of affected people and reduce their future vulnerability. It is also a guide for where others may supplement our resources or add their knowledge and expertise to our proposals. Thus, we hope to work with partners, both national and international, in executing and further refining this plan.
The Social Protection Policy of Khyber Pakhtunkhwa seeks to set out the vision, strategic direction, and methods for extending social protection to the poor and vulnerable people in the province. The policy has evolved to its current form as a result of sustained conceptual guidance by the Planning and Development Department, Government of Khyber Pakhtunkhwa, over the past few years and the recent consultations through a number of key informant interviews (KIIs) and focus group discussions (FGDs).
