Communication Strategy (Social Protection & Gender Mainstreaming Section) 02-06-2021

In pursuit of its mandate of contributing to the Planning and Development Department’s critical role of creating an equitable environment for all, the Social Protection & Gender Mainstreaming (SP&GM) Section of the Department has dedicated itself to ensuring that we communicate this mandate effectively and efficiently to the target audiences.
The Communication Strategy in hand provides a direction to the same end. This Strategy outlines our approach to ensuring that we provide public-centric proactive communications to our stakeholders over the next five years and would serve as a functional document to guide the Section in its efforts to ensure wider outreach and engagement with diverse stakeholders for social protection and gender mainstreaming.
The Section acknowledges the support, guidance, and cooperation of the senior leadership of the Department in producing this document. I extend my profound gratitude to the Global Affairs Canada funded Women’s Empowerment and Political Participation (WEPP) project (2019-2023), for providing technical support in the process. I also appreciate the wonderful work done by the Kadam Communications.
We are working on translating this strategy in practical steps and hope that it would help synergize all efforts and lead to better communication outcomes.

Strategic Plan Final (Social Protection & Gender Mainstreaming Section)

The Social Protection and Gender Mainstreaming (SP&GM) Section started its journey in May 2020 with its establishment as a dedicated Section in the Planning and Development Department. The Section is a demonstrated commitment of the Government of Khyber Pakhtunkhwa for the uplift of vulnerable populations, particularly women and girls in the province.
During its first year, the Section worked thoroughly and tirelessly on forging relationships and connections with the national and international development partners. Through continuous efforts and mobilization of financial and technical resources and with the support of partner organizations, the section has made remarkable progress within short span of time.
The formulation of the five-year Strategic Plan is one such milestone that the Section has achieved so far. The Plan is anticipated to lead the Section to accomplish its broader objective of contributing to an enabling environment toward equal opportunities for all. The Strategic Plan serves as a guideline to the Section for our future endeavors and to set parameters that can be monitored and adjusted along the way in pursuit of its broader mandate.
The Section acknowledges the support and cooperation of the senior leadership of the Department in producing this Plan. Special thanks to Global Affairs Canada-funded Women’s Empowerment and Political Participation project for providing the technical support to formulate the Plan.
I hope the Plan serves as a functional document to guide the periodic planning and performance measurement for the Section toward integrating the needs of the vulnerable groups into planning and promoting the developmental pace of the province by ensuring the inclusion of all citizens in the governance processes alike.

Social Inclusion Markers

Development planning and poverty reduction are closely related. Though every development intervention broadly contributes to poverty reduction, a regular analysis of development projects and programs is imperative to ascertain how the development investment directly affects poor and vulnerable segments of society. The current COVID-19 economic and social crisis has further enhanced the need for directing development projects towards social protection and poverty reduction objectives.  The Government of Khyber Pakhtunkhwa is committed to social protection as part of its economic recovery plan. Therefore, Social Protection & Gender Mainstreaming Section has been established in P&D Department with a mandate to provide a centralised coordination platform to all social protection and poverty reduction related interventions in the province. The section is working for mainstreaming social protection and gender balance in development planning and has already developed the “Gender Equality Markers” for gender mainstreaming in the development process. The authorities at P&D Department are committed to aligning the development planning with poverty reduction approaches, and this document is a step towards this direction.
